Unsure what to do about this. It's creeping me out tbh. Communal bin area. Noticed my bin and one of my neighbours bins were sliced opened (presumably with a knife) about a year and a half ago. The stuff had been partly pulled out of both the bins. It has just happened again this week. Put a bin out Monday. Put another one out Wednesday, the one I put out Monday has been pulled open and looked through, by looks of it.
There's also been a man hanging about at the bins usually at lunchtimes, for about a year. He always vanishes quickly out of the area as soon as I come out the main door of the building. He has a little rucksack on each time. There's no CCTV. Unsure if it's him doing it because haven't actually seen him touching the bins, only standing right at them each time. Seen him about five times now in the past year.
Not saying it's him doing it, because it could literally be anyone doing it.
It's really upset me and I don't know if or who I should report it to?
