How can inadequate sentences be changed?

Taylor, whose sentence was reduced because of his 'genuine remorse' and early guilty plea, was also banned from driving for 40 months.

Maximum sentence is 5 years which doesn't seem long enough, let alone being reduced and why isn't he banned for life?

It makes no sense to me (along with many other sentences or lack thereof, these days)

Are guidelines ever reviewed for future instances?
