NSEA - should a school registered with NSEA allow everyone to compete?

My daughter recently started secondary school and was so excited to join their Equestrian Team and get out to the NSEA events with her friends from other schools. The friends have all been allowed to register on their school teams and enter events no problems. Our school have told us that they are only looking for team riders for the 70-75 and the 80-85 classes and therefore she cannot join. I had asked if we could enter the grassroots classes as we are only just getting out to shows and these fit best with her experience at the moment.

Is this normal for the school to just cut you off completely if you aren’t quite ready for the classes they’ve chosen? Has anyone been in this situation and managed to get anywhere with it?

I genuinely have never seen a secondary school SJ class that is lower than 70cm. At DD’s school the height that they needed to jump to be able to be on the team increased with age - for example, at age 14 it was 80cm minimum.
