AIBU to want to top up a Ukrainian phone from the UK?

My father (84) is trying to send his friend in the Ukraine a top up to their mobile phone. The person is in hospital in Lviv. The site he used to use has disappeared. The reputable sites say no Ukrainian transfers. The rest are scams are according to Trust pilot reviews. AIBU? Or is this actually possible still? Thank you for your help.

I tried ipay.ua and it seemed legit through Google pay but now I am worried it was a scam.

I would be careful in case you lose money, can't you just transfer the money and they can buy the top up in their own country.
