It is not mean not to give him something new but a lot of it would depend, to me anyway, how he broke the first one.
If it was carelessness I probably would do neither and tell him he is not getting one at all until he can look after things.
Also depends on how old he is if he is still quite young I may be inclined to get him one of the tougher kids ones.

You shouldn't feel mean giving him something not new, he is getting I imagine a better camera than most 8 year olds would have.
If you were still feeling mean though you could get him something like this if it is a digital camera.

I got this printer ages ago (cost me more too ) and it is actually really fantastic and he could print off his own pictures, so he gets something new and the camera.
If you buy from this seller it doesn't come with ink but they are easy to come by on ebay too.
