To report my neighbour for persistently breeding dog litters

My neighbour's dog had a litter last year and we had a Summer of puppies crying, yelling and barking.
The puppies were left alone most days while they worked and the noise was almost unbearable. (I could even hear them with all windows closed)
What got me was the shouting at the Mum dog and puppies when they got home. (I'm a softie when it comes to animals)
I went around to see him last year as he said the litter was a one off and wouldn't happen again. She also showed me the puppies and they look reasonably well taken care of (my main concern believe it or not)
This year now the same has happened and we've got the noise, barking yelping at all hours etc. all over again.
AIBU to be annoyed as her disregard for her neighbours again. I'm thinking of reporting him to environmental health for the noise but would appreciate other perspectives before I proceed.

HMRC are clamping down in dog breeders at the moment, you can report them for investigation

I think you should report it for the animals sakes. They're doing this for profit. There are many more dogs than good homes and rescue places in this country already. What your neighbours are doing is cruel.

You don't need a license unless you're breeding three more litters in any 12 month period and are running a business that advertises litters for sale.

So by all means report, but I wouldn't hold out much hope of anything happening, unfortunately.

I think replying to an almost year-old thread to randomly insult people you don’t know is probably a better indicator of needing to get out more.
