Can you buy less than 25% of a Shared Ownership property?

Hi, posting on behalf of a friend who needs to leave her council house because of her mobility issues. She is looking for a property for her and her adult DD (who is also her carer) and one GC.

The council do not have a suitable property for her so she needs to look for another option. Private renting seems too insecure so they have been looking at Shared Ownership. The problem is they cannot get a mortgage so will need to fund the owned part from other means. They could raise some funds, but certainly not 25% of the full asking price.

Does anybody know if it's possible to buy less than 25% in exceptional circumstances?

Sorry to put this in AIBU, but the family are getting quite desperate. Thanks.

The council have a duty of care to rehouse if her mobility issues mean the house is no longer safe for her or she cannot access certain rooms

I don't think it's an option unfortunately. Could her adult daughter up her hours at work and try to get some OtThats to cover it? Otherwise it's probably private rent as the best option.

I'm assuming the friend wants a property for herself, her adult daughter and the GC, whilst the. Council would only have duty if care to house her. They may not get something altogether. They need to go private if they want that.
