To be fucking sick of my neighbours.

I live in a council flat. Neighbour upstairs is related to opposite neighbour. 8 flats in this block.
And it’s appeared to be run by the two related neighbours
Weed, cig, spice smoking day and night so everywhere stinks
Cant use shared garden as they’ve got all sorts of shit out there, large tents, rusty old fire pit, disposable bbq’s left smouldering for days, all their day to day household junk just dumped outside
They have endless guests round who’ve taken to staring into my flat so much so that I’ve shut the curtains 24/7
They seem to congregate outside my windows, as the other side of the communal garden would be outside her window and she doesn’t tend to make mess outside her own home, just mine.

Everytime I have repairs or workmen sent from the council they’re ambushed into conversation by the neighbours, they leave food, drink, dimps and all sorts of untold shit all over the hallways
Ive reported to HA who told me to “phone the police” which I have been doing since 2019, nothing has been done. Aside from telling them all to fuck off I’m at a loss of what I can do.

I am clueless if you can do this or not, but are you able to move to another council flat?

Keep a diary of it all and give it environmental health dpt? Otherwise can you look to move or swap?

I think at this point, I would raise continuous, daily hell with any agency I could until someone pays attention. I would inundate them with emails, calls, pictures and videos. It sounds hellish.

You put a poster in your window that says.., ‘please be careful, there are large rats breeding in the garden and they bite’

You hire a skip and let the neighbours know that they are free to use it, inviting anything from the garden they no longer need

You get net curtains to allow the light to come through

You open your window and let a citronella candle fill the air outside

All the while- contacting environmental health, HA with evidence for their behaviour
