That's so sad. Poor dogs.

It's awful. I rarely hear them bark, but when they do, my dog will bark back and he never ever barks when another dogs barks normally. So I wonder what they're 'saying' (like 101 dalmatians). I think he picks up on their distress if I'm honest.

Have you reported them? That's neglect.

I'm in Canada and dogs get removed for that.

Not me, but a neighbour. And they have shelter and food and water so it isn't classed as neglect
