If they can't afford a fab interest rate they could have a prize every month like premium bonds to make people want to invest

Are you talking about a government scheme to raise funds? It would just be another form of premium bonds. That money isn't a 'wealth' fund - the government spends it all and the liability to repay the investors is now part of the government debt - borrowings which the government has to repay at some point.

They probably won't offer a great % but if they could put 3.5 or4% and offer a premium bonds like possibility it might attract more people
