Work leaving party dilemma

I have NC for this as if linked to my previous threads could be outing. I manage a team at work who mostly seem to get on well together on a professional level. One person, I will call her Jill, has recently put her notice in and is starting a new job elsewhere in August. She has said for her leaving do she would like to go on a boat trip down the River Thames in London ending up with drinks and a meal somewhere, Greenwich probably. This will take place after office hours. People have been enthusiastic about the idea as Jill is very popular, are keen to attend and to give her a good send off. That is except for one member of staff I will call Kate. Kate does not like water or boats and has said she will not attend the leaving party as planned. I have suggested to Kate that she meets us at the chosen venue in Greenwich and can be part of the leaving event from that point onwards. This does not suit Kate at all. She wants the party to be held starting with an open top bus tour and then ending with drinks and a meal. I have reminded her that it is Jill’s leaving party, so she decides where and how the event is held. Kate says Jill and the rest of the staff are excluding her by making the decision to have a water and boat-based party and that this is discrimination against her. My feeling is as the party is out of office hours and is Jill’s event, she should be allowed to do what she wants. AIBU?

Every Friday we had drinks on the Tattershall moored pub on the Thames, every Friday I'd have to nip up Villiers Street to get anti sickness tablets. I hate boats and get horrendous motion sickness for hours after. But I loved my colleagues. Just need to suck it up or meet at the venue.

I work in a town where swimming in the local river is a massive thing in the summer, people all go in groups and float down. One year, the team decided to do that. I didn't want to, so I just met up with them for drinks afterwards.

I cannot even imagine demanding that nobody else does it, because I don't want to. Kate must be such fun to work with.

Kate can choose what to do on her leaving do, until then she can get fucked.

Tell Kate Jill has a fear of heights so open top bus would discriminate against her which would be daft seeing as its HER leaving do.

Just ignore Kate, and say there's nothing you can do because it's not your event.

I'd actually remind Kate and bring up the fact that the last time that Kate changed the plans for the whole team, she wasn't actually there on the day. Also, as it is Jill's leaving do, you're not going to change the plans for Jill's leaving do and there is zero discrimination going on here.
She can give the bit on the boat a miss if she wanted to and rejoin the party at X location at Y time or she could give the whole thing a miss - that would be her call but changing the plans is not on the cards.

I would hate to be in a workplace where going on a boat was the fun thing but l would just bow out gracefully.
