If you ask someone to submit a report "by 12th June" would you expect that it would be submitted

a) on the 11th June or before
b) on the 12th June or before

Close of play on the 12th.

I would expect it to be submitted on the 12th June. If they could get it done earlier that would be great but if I wanted it done on the 11th I would have said the 11th.

Before 12 June = close of play 11 June

B. If you want it on the 11th you need to say BEFORE the 12th (but that would odd) or by/on the 11th.

But I would be surprised if it only turned up on the 12th, it's not a target to send it as late as possible
