Driving in fog - don't people realise that they can't be seen because they haven't got their headlights or fog lights on?

It was foggy this morning. Visibility less than 100 metres. So many cars that couldn't be seen easily because they didn't have either headlights or a rear fog light on.

Do people just forget?

I am cautious in fog anyway - and it's a common occurrence here. It's a dual carriageway - but people just seem not to realise that they can't be easily seen in the fog.

Oh - and of course because the speed limit is 70 mph, that's the speed they will do.

Like that the other week I'm trying to pull out if my road its a bad road to pull out of there is a blind hill to the left and to the right the visibility is hardly better nearly shat my pants thinking I was driving under some kind of influence when gengar (the pokemon) loomed out of the fog shooting uphill towards me in reality it was a pale van with funky shaped day lights on but jeeze turn your lights on!

I also took some photos when I was walking of a car in the fog with lights on and a car in the fog with no lights on loads of people trying to say there was no car in the second picture there was you just couldn't SEE IT
