Rental paintwork

I know you guys aren't building experts but has anybody ever experienced marks like this on thier paintwork and know what it is.

For context it's a old building with artex throughout landlords never updated it.

They look like splatters of water

Looks like damp but not 100% you need piglet John I think his name is

Whose piglet john

He's someone that's comments on DIY projects but not sure of user name
