For not doing a speech

My boss is leaving next week. I have decided not to give a leaving speech. Often the people in the department will do a speech . I have chosen not to get involved in the speech and left it to my colleague. Mainly because my manager hasn’t really been all that great to us in the final weeks. They’ve been off for 9 weeks then decided to return out the blue a day before leaving speeches, they also behaved a little bit sh*ty towards me a while ago by emailing me about small minutia I got wrong, and it came hours after I got a praise email from leadership.

Honestly, why they’ve done this, I don’t know. But alas, they’re back and expecting a leaving speech. I’m really torn here, part of me feels like I should. But the other part thinks, no I don’t trust you and you get nothing.

Depends, is your role a level of seniority that they and others would expect you to give a speech?

If I did it, it would be for the rest of the team, not the person who is leaving

I think you're unreasonable criticising them for being off work, as you've no idea what's going on in their life, but you don't have to give a speech.

Yes why are you expected to do it?
If you have to do it I would make it quite generic and light and breezy.
X has worked here 5 years and in that time gone from x role to y role. They have seen many changes to the company blah blah. Let’s raise a toast to them as we wish them well in their new role at competitor company.

9 weeks off?
Unless they were playing the system, presumably it was a medical issue; and if they're well enough to return, it would be odd to leave without doing so - and presumably there are handover issues.
There's no need for you to 'make a speech, but its not all about you FFS
