How can I report this car

There’s been a car parked outside my house for about a week and hasn’t moved. It’s half on the curb and half off. I think it’s been abandoned but realised it’s on illegal plates.(ones not allowed in uk) Would it be 111 or the council?

Usually your local council website will have information on what to do, and/or your local police force. In my area, there is a specific police operation that you can report abandoned cars to.
