Under 3 tickets?

Posting for traffic. You are buying tickets for a fireworks display. If there is a ticket for "under 3" would you say this is for 0-2 year olds, or would a 3 year old count?

I would expect to buy a ticket for a 3yo. If they’re 3, they’re not “under 3” anymore.

I mean how close to 3 are they and would they query it? Mine are 4 in Dec, tall and solid. No way would they pass for 2. DS was small and would have been 3.5 not nearly 4, totally would have passed and I'd have not booked him one.
