Chasing a refund

How long/often should you have time chase a refund on a credit card??
I booked 2 premier inn rooms for August and 4 days later had an email to tell me all roads around the hotel were going to be closed overnight so I had to arrive before 7pm. I couldn't arrive that early so asked they transferred the booking to another branch down the road. After a lot of arguments back and forth where they told me I had booked non-refundable rate so couldn't have anything other than the same hotel on a different night I eventually was told they could refund me but not transfer the booking. OK I figured I would just book with the alternative premier inn and the refund would pay for it within a few days
Only it's been a month and still no refund- I've called twice to be told its been processed and to wait 5 days and then told they had to fill in a form but it would be processed in a few days. Then I emailed customer services as I was sick of waiting on hold for hours just to hear the same message... they emailed back its been processed wait 5 days...
I've waited and waited and now the outstanding amount is incurring interest but I have no idea how to escalate it within Premier Inn themselves as they just seem to pass the buck and then not bother to come back to me when they've promised to.

When I had an issue with two companies mucking me about for refunds I did chargebacks.

Got my money back and it costs them.
