To think it has to be illegal

To run a garage from your house? A person on my street does this. I hear constant banging, revving of engines, fumes etc. Lad in a boiler suit always working on different cars, it's every single day of the week.

Can this be reported and how if so?

I would start with your local council. Council Tax, domestic or business, rubbish disposal ( where does the old oil from oil changes go), excess noise.

It's so bad sometimes I feel like I can't let the kids out to play as he's revving an engine so much you can practically see the fumes waft by (and most certainly smell it)
