Depends where they're placed imo.

If they were placed in our local town centre, I'd say theres an 90-100% chance they'd never been returned.

If they were placed in a park in one of the nicer areas locally, there'd be a 60% chance of them being returned. In other areas of the country, there'd be a higher likelihood of them being returned.

Still not good odds (it only takes one div to mess it up for everyone) but it'll depend on the demographics of the area.

It's making me really depressed. I was hoping that someone would come on and tell me that it's a brilliant initiative that will successfully help overcome divisions in society.

People might surprise you, though. When I was doing teacher training, one of the lecturers said he used to occasionally pick the naughtiest child in the lowest set and give them his car keys, and ask them to get something from his car. By trusting them, they started respecting themselves and their behaviour improved. I'd imagine this idea is borne of the same theory.
