Friend being too busy?

So friend likes to be competitive with “being busy” and generally I just ignore it and don’t play into it.

But twice now she’s suggested doing something by text and I’ll agree and then if I mention it again she’ll said “oh that, yeah I’m too busy to do that”

Just seem odd, like why suggest it or am I reading in to it too much?

I couldn't be bothered with that, stupid games. Stop suggesting anything.

That would drive me mad!

Her behavior is so insane, I have to question if this is really what’s going on, or if she would have a completely different version of events.

When she next suggests something text back "Are you sure you have the time for this? The last couple of things you've suggested you have ended up cancelling and I don't want to waste my time again"
