last week I managed to burn my calf muscle on a hot exhaust pipe, minor bike accident being cut up by a car.

not really too much of a issue but by Tuesday this week it's not healing very well so tried to men appointment at doctors, told by receptionist to g to A & E rather than DR. I said A & E was as it says so after filling in online form and sending pictures Dr surgery refer me to a Pharmacy locally he takes a look and says need to see DR, Pharmacist calls Dr surgery and e mails then says if you haven't heard by 2pm go to A & E.

Its a week old burn that most likely needs a course of antibiotics.

This is why A &E wait time are so long now because DR's are not wishing to see patients now, at the surgery there is no one in the waiting room and no cars in the carpark, not even sure Dr even is there.

AIBU to not want to waste hospital time at A & E for minor injury

You might need that cleaning out, exhausts are not the cleanest thing, and the GP can book you in with a nurse for that. They'll need to prescribe the antibiotics too. I'd give them until 2pm, then call again and advise you need the appointment at the surgery.

Might want to consider appropriate riding gear, as this wouldn't have happened if the leg was covered properly.
