to think housing associations should have more accountability who they choose to allocate homes to.

DH and i have lived in a top storey block of flats in a two storey block since October 1994.
1994 to 1998 Elderly lady lived underneath us. No problems or complaints. Lovely woman We even used to exchange Christmas cards.
1998 to 2017. Single man lived underneath. Really nice man Again no problems or complaints Unfortunately died in the flat at Easter 2017

Empty for a year.
2018 to 2019 Drug dealer who used to argue with his girlfriend and i used to hear things being thrown around.

Flat empty between summer 2019 and Feb 2022
Feb 2022 to present day now we have an abusive alcoholic underneath us who bangs on the ceiling if i so much as move. Our flat is carpeted and rugged. NO laminate flooring. He called me a cunt when i left the flat to go out one Thursday morning. He also called me a cunt when i took out some recycling yesterday afternoon. I went for a pee at 1.30 this morning and he chanted You fat cunt You fat cunt You fat cunt three times at me through the bathroom floor.
His mum provides him with money and food due to his habit
As ive already posted we have never had this kind of crap before and we have been here nearly 29 years. HAs need to be more accountable especially when these decisions affect other tenants

You don't mention that you have contacted the HA about his abuse. Have you.?

Have you reported it to your HA?
they don’t know what the tenant will be like and have to allocate based on need.
If there is antisocial behaviour it’s a breach of tenancy and can result in eviction. They can’t do that unless you report it

YANBU. These are the kinds of people that give certain areas a bad name. I think the rules are now to spread anti social people around as much as possible (to try and dilute the effects of their behaviour and avoid ghetto style situations).
It doesn't help the people they end up living next to though. The woman that plagued us has been moved to a town about 20 minutes away after everyone on the street hounded the social housing provider about her! I feel sorry for her new neighbours but it was an intolerable situation.
You need to complain to the landlord, regularly and with as much evidence of his behaviour as possible.

What they HA’s should be doing is jumping on unsocial behaviour a lot quicker than they do and be more pro active in dealing with it.

It could have been a bid from the LA waiting list - they' have nothing to do with it beyond 'Who's bid for it? Who's been ranked highest by the LA assessing their application? Do they want it? Fine, here's the keys and the tenancy agreement'.

They don't all take direct applications.

The abuse escalated just this weekend. Which is strange because we all had letters from the HA a while ago saying that both the HA and the police will be on the estate tomorrow for a community relations event. I think he is trying to make me retaliate so he can DARVO

I don't know how the allocation works tbh but YANBU that they don't have measures in place for antisocial behaviour.
What do they do with permanent life long offenders?

Yanbu, I lived next door to a dealer in the past, absolute nightmare! There’s a flat empty on our landing and we’re worried who the HA will house there.

Nominations from local authorities can't be refused, and many areas are 75%-100% nomination rights so actually HA's have very little choice who they put in their properties.

I work in the ASB Team for a HA, I know how hard it is to deal with these cases. Alcoholic means vulnerable, which means equality act gets involved. Messy, a nightmare but not impossible to deal with. They just need ALOT of evidence to support the case.

I totally agree.

A few years ago a block of 19 studio flats was built opposite the house I've lived in for 20 years.

There have been ups and downs with various tenants, but it is now out of control. There are drug dealers, violent offenders and pretty much any other type of criminal you can imagine housed in there. The building is supposed to be supervised, but in reality staff use the office there as a work space and are far too scared to come out to attempt to deal with the trouble caused by the tenants and their visitors.

The police visit roughly 3 times per day and have described the place to me as "frightening" and "like a prison" in terms of the levels of violence and intimidation happening inside.

As soon as the police manage to get rid of one problem tenant, the housing association promptly replace them with another one with practically identical behaviour.

The place is tearing apart a happy established community and the housing association couldn't give a shit.

Alcoholism isn't covered by the Equality Act (although the effects may be , like long term liver disease )

Speak to your HA.

His behaviour is completely unacceptable.

I know you say the flat is carpeted etc but are you sure you aren't being heavy footed? I only say this because I lived next door to someone who used to stomp about the house, stomp up and down the stairs and slam doors. When her husband and kids were there alone I never heard anything but heard everything when she was there so it defo more her than the house having bad soundproof. She also had a voice and laugh like a foghorn. I did speak to her about it on several occasions and she would keep in down for a couple of days but then it was back to square one. Again his reaction is abusive and not acceptable but some people can also be oblivious to the noise they make.

Yes have to agree. I work for a HA and many of the complaints are around antisocial behaviour , drug addicts etc. I assist people with disability benefits and to be honest most of the people being referred to our team are drug addicts and alcoholics. I do understand that addictions are an illness but have to admit I have been quite shocked at just how many there seem to be !
