It looks a bit like a papilloma that's been scratched. I had one just above my ear many years ago and had it removed when it started catching on my hairbrush.

I agree it looks scratched. Another option could be a seborrheic wart. If you Google seborrheic wart on the scalp a couple look similar (but less inflamed)
