Is this selfish (newspapers)

Our local Supermarket has free local papers out for people. Deliveries have stopped to homes, so the only way you can get one now is via the Supermarket. Obvs they go quite quickly.

This morning a couple of women were taking a large amount which wasnt for their reading. I think maybe they were moving home and wanted them or maybe for pets, I dont know. No idea if they do this alot either?
I nearly said something to them about the amount of papers they were taking but didnt?
I have thought about asking the manager to put a sign saying only 2 papers per customer if they are interested in doing that and telling them what I saw?

People pay to advertise in there and why should people who are obvs taking them for other purposes take the lot and deprive people who want them?

What if everyone did that also?
Bearing in mind this is the only way you can now access a free paper, i think its selfish. Would you have said something?

YANBU its greedy to take loads and deprive others when they only put so many out.

Why would the manager care though?
They don’t produce them or make any money from them, they simply have to give a space for them. Less to count and return if someone takes a handful. They aren’t going to police how many anybody takes.

Yes that's what I wondered @Mischance that they were taking them for other people. Maybe people they know that struggle to get out or community groups.
