Do you find this weird or not?

a guy who is very nearly 18, is waiting for a girl to turn 16 before making things official and starting a relationship. They have been talking and flirting though since the girl was 13, nearly 14.

That used to be normal, although we didn't have to wait because their was a different attitude towards teens dating. So he's only around 18 months older and was under 16 when he first met her?

So he's 17 and she's 15...therefore when she was 13/14 he was 15/16? What bit is weird? That he's interested at all or that he's waiting? I'm confused.
