The big sunbed debate

Just wondering what the general consensus is in the whole "bagging" sunbeds for the whole day with towels but nothing else and then buggering off / removing said towels if you're actually there and want to use them? 100% wouldn't move books / sunglasses etc where people are mostly likely in the pool but when it's just towels and there none others free? I moved some today but felt awkward the whole time after in case they came back.

We were in a hotel where staff removed unused towels from sunbeds. We decided to move from the pool to the beach area, after about an hour, a couple came and accused us if stealing their sunbed. They were quite vocal about it. I told them we had been there over and hour, and there were certainly no towels when we arrived about 1:30. They had apparently gone for a quick coffee .........
