Neighbours relationship breakdown and barking dogs

Our neighbours (adjoining semi detached) have been quite noisy, think barking dogs, constantly banging doors, very loud arguments etc have now broken up, their house has been sold and they are due to move in the near future. They do however leave their two dogs every day, often in the evening and they are driving us mad. It is now 10.50pm and the dogs have been barking and howling for the last 3 hours. We have contacted the female partner who has not responded and contacted the parents of the male partner who live close by who has apparently secured alternative accommodation in a local village. as we do not have his number. This has been an issue for the last 3 nights and is preventing us sleeping. Parents said that they would sort it (they live less than 5 mins away in a car) but it has continued. Would I be unreasonable to contact the estate agent tomorrow and ask them to speak to their client regarding the issue. We have already posted a polite note through their letterbox.

I have been on the end of something similar myself and I know its utterly soul destroying. I'm not sure the estate agent would want to get involved. It seems its likely both owners are aware of the issue and are choosing to ignore the issue. What about the council, dog warden or RSPCA?
