Revving motorcycle

Our neighbour directly opposite us lives alone. She has a garage which she allows a bloke to keep his motorcycles in. I don't think they are related but he does not live there. He comes with his partner/ wife.

During the spring and summer he comes every single day. He wheels the two bikes out and revs them on the drive, leaving them running. This can last anywhere from 10 minutes to literally hours on end. He stands looking at them taking photos and videoing.

He had an accident last year on one and rarely now goes out. On the occasions that he does go out he has been known to return at 11:30pm and leave the bike running for a good 10 minutes on the drive, at times waking my DSS whose bedroom is on the front.

He has friends who turn up in huge vans and as our drive is opposite the neighbour, they park across the neighbours drive making it difficult for us to get on and off ours. He also sometimes parks over her drive. The neighbour has a car but does not park on her drive and had a bollard to stop anyone parking on the drive.

The daily revving is really starting to get on my nerves. It can be any time of day with no pattern. My desk is in our bedroom on the front of the house and when I'm working from home it's a real irritant.

Can I report him for leaving the bike idling? If so who to?

Tell him he shouldnt leave the engine running

My condolences, I do not understand why motorbike people have to spend so long looking at them while they have the engine running. Electric motorbikes cannot happen soon enough. YANBU

@Sigmama I should have said in my OP. He's really not approachable. He has a reputation locally. I have had to go over in the past and ask for vans to be moved so o can get on the drive. It wasn't an argument but I felt very uncomfortable
