Neighbours dumping stuff

My next door neighbours have a mess in their back garden. That's ok, it's their back garden, they can do whatever they like, however, I have had problems with them dumping stuff in the shared alley before, outside my property and not theirs! After reporting them to the council who came and moved it, there's been nothing for ages, until today I was putting the bin out and they've dumped more stuff. I wouldn't mind them dumping it outside their own property, but it's halfway over my property and halfway over theirs. They don't move stuff quick. It's likely to be languishing for months. On the diagram, the stuff they've dumped is in orange.

Council each & every time. Their side, yours or both! It's an alley for everyone to use, not their personal refuse spot.

Report it to the council and tell them your NDN is fly-tipping in the alleyway.

People dump outside of my property and I report it every single time.
