Does this sound normal for 12 week baby?

I went to a Mum meet up today and there were a few babies a similar as mine and they were so peaceful. The other 12 week old slept or fed the whole time and a 16 week old just fed, looked around and was very serene and calm.

My 12 week old baby seems really engaged and chatty which I thought was a good thing but also gets really upset sometimes and needs soothing / calming down and eventually I ended up leaving as I couldn’t soothe them. My baby is very chilled and happy usually but actually quite loud and needs entertaining but I find being out of the house for long periods means the baby ends up unsettled and now the whole day was off, bed time tricky etc. who knows how tonight will be!

Is this normal? I’d say we were all together for 2-3 hours and the other babies didn’t cry at all.

It doesn't sound unusual. Do you have a fairly tight routine at home and this is a move away from it? My first didn't have a stringent routine but my second (lockdown baby) was way more "routined" and still is in many ways. Sometimes they become overstimulated (busy noisy cafe, lots of chatting adults) and only removal from the situation will calm them. It sounds like that might be the case so a change up might provoke a reaction.
I don't think you have anything to worry about at all, as sometimes babies just have off days - or a bit of wind.
