I was in my garden earlier and heard my neighbour shouting at one of their kids. Not sure how many they have but they're all quite small. He called one of them a effing little c word told him he was efffing stupid and all sorts. I've heard them shouting at their kids before but this just broke my heart. Would I be over the top to contact social services?

If you ever think about whether to report, you should report.

Because you aren't trained and SWs are. Try the NSPCC for a softer approach.

Phone NSPCC for advice if unsure.

Also leave aside the swearing, but rather focus on the tone/sentiment.

your report may be added to other observations to build a picture of what life is like for that child

Yes report it, you can do it anon via your local Children's Services or NSPCC. Yes add the swearing/ specifics in along with the tone/ volume etc.
You don't know what does on behind closed doors and this information could be going towards a bigger picture.

Thanks all. I think I knew the answer. It's just in my nature to second guess myself I think! I'll do it 1st thing.
