What does emotionally upset mean to you

Someone said they were emotionally upset about something

Hurt, possibly enough to cry.

That they are upset.

A dramatic way of saying upset

It means they used more words than necessary. It should be clear from the context that they didn't physically tip over.

I can't really imagine ever saying emotionally upset and don't really understand it. If you are upset or have upset someone what kinds of upset are there?

I'd think it was a bit of a tautology. The word 'emotionally' is redundant. Is the 'someone' who said this a bit on the dramatic side?
