It means they used more words than necessary. It should be clear from the context that they didn't physically tip over.

I'd think it was a bit of a tautology. The word 'emotionally' is redundant. Is the 'someone' who said this a bit on the dramatic side?

^This. Unless you're having a dodgy stomach, upset means emotionally upset. There is no need for the word 'emotionally' here.

Upset means sad or distressed by something.
