If in conker season I take 20 of your best conkers and then replace them some time later with 21 somewhat inferior ones?

Well I don't know where you're getting the extra conker from, but won't it be more likely that you'll be able to give back about 10 shrivelled dried up ones in 20 years time and the others will have left to flourish into horse chestnut trees in more enlightened nations where they value and respect their essential workers?

I thought of police, teachers, nurses, doctors as the conkers ..............................
and replaced 'inferior' with inexperienced

But then I am pretty sure all the above are net negative in numbers, so maybe it really is about conkers

It's about the police numbers target of 20,000 being "achieved" by fudging the numbers and replacing experienced officers with those new recruits including those who've previously failed to get in.
