AIBU: is this skip overfilled?

Lots of building work is happening around my neighbourhood and I would like a lighthearted AIBU to be resolved.

Is the attached skip over filled, or is it ok?

It’s overfilled.
That said you don’t know what the pick up details are. They could be doing a rubbish pick up on top of the skip and this is just a place to store it.

Yep, massively! They say the contents should be level with the top of the skip (there[s probably a little leeway, but that is a lot of leeway!)

At least greedy boards are an attempt to stabilise it, but it doesn't have those.

To take it away would probably be really unsafe because you wouldn't want to be driving behind it if any of that fell out.

Just a wee bit! Half will tip out when its moved onto the skip lorry. Maybe the driver will refuse to take it under health and safety.

Er yes. There is an art to packing a skip. That isn't it.
