AIBU to resent agencies charging £400 upwards to provide me with a service I am happy to pay for and have that person living in my house and put up with all their problems?

don't go through an Agency. I never did. There are plenty of internet agencies where you only have to pay a registration fee of £15 per year and you can choose yourself exactly who you want, not just have what the agency says you have to have.

Agencies are a dying breed. There is nothing they do that you cannot do yourself.

NBU, esp when your AP up's and leaves 6 weeks+1 day and you can't get a penny back (6 week placement deadline)...
