I live in a flat that has another flat downstairs. Neighbour is just awful at managing rubbish and recycling. Was constantly using too many black bags and putting them out the front way too early.
Finally stopped but started using wheely bin black bags and putting about 4 small black bags in them and claiming it's 1 bag and using 3 of those. That's literally like 12 black bags.
It does affect me because they're out out their front door and foxes and stuff go through them and leave the area looking shitty.
