Does anyone care about nuisance car noise?

A guy just moved into our building with a modified Corsa with a really loud engine/exhaust. It has some stupid grill fitted at the front of the car. He gets in the car every morning around 6.30-7am and simply sits there revving it aggressively for about 15 minutes (seems purely to make a noise) then he rages off down the road, it makes the building shake and wakes everyone in the street up. It's so loud it's unreal.

One of my neighbours has an autistic son who gets out of bed and HIDES every morning he hears it. She asked the guy to keep it down but he doesn't care and says that's the sound it makes.

We've reported it to the council and police but not expecting anything to get done. Is there anything we can do? Will anyone care? Do we have to just accept this horrible behaviour?

They are pointless we get a lot driving round and it annoying. I really dont understand why they think they look cool do they not know that 95% of the population are just laughing at them.

Environmental health at the council would deal with this. They most likely would give you diary sheets to record the instances and can also install recording equipment to decide whether the noise is a statutory nuisance.

Be a terrible shame if someone stuffed the exhaust up with something, wouldn't it

I used to have a neighbour exactly the same. He'd get in his car every morning, about 6:15am, and just sit there with the engine running for a good 10 minutes, before eventually leaving. And he wouldn't just drive away normally, he'd CRAWL out of his space, with many grinding gear changes, so we'd STILL have to listen to him.
Fortunately, he seems to have moved away, so we don't have to listen to it any more!
I feel your pain OP.

We have one across the road from us now in an otherwise very quiet estate. I WFH and he is back and forth 4-5 times a day (starting before 7am) and every time there is a couple of minutes revving when he leaves and again when he comes back. Gets on my wick every time I hear it.

dh works in another town where this guy owns money laundering fronts a car wash and a couple of chip shops, and rumour has it he is a drug dealer, so hoping he gets caught does well and moves on soon and leaves us in peace again.

It's not a VXR is it as they are naturally loud? He will be sitting in to to warm it through before driving off so he doesn't have to drive slower in the first few miles. If it's passed it's MOT it will meet noise guidelines so not a lot you can do. I feel your pain our neighbour as a R8 summer car now that's loud 😬😂
