Have NC for this.

We live in a rented (private landlord) flat. Us on the ground floor and one flat above us. The flat above us was bought by a couple as their weekend home, they do not live there full time. They have now decided to have building work done. The trouble is, they want to take the roof off and build upwards. Does anyone know if they are allowed to do this? They have been granted planning permission etc but are they allowed to take the roof off with us living here? 😳

Potentially yes. Who is the freeholder and has your ll agreed? There may be a partywall agreement.

They may be able to do it. What has your landlord said to you?

I suggest you contact Shelter england.shelter.org.uk/housing_advice for detailed advice.
