The girl is 17 until her birthday in February.
As I understand it, the law says it's illegal to take, make, share or possess "indecent images" of anyone under the age of 18 - meaning any photos of the child nude/ partially clothed and/or posing sexually. Any professional photographer/ studio she goes to with her £5k would doubtless know what the law is surrounding photos of this nature, and tell her to come back on the 18th birthday, and not a day before - why would they want to risk being charged/ convicted?
I don't understand why the "journalists" responsible for this story haven't included this obvious angle, and why the local police/ social services haven't done their jobs yet...
