Programme Badges for GGs?

My DD is Brownie after being a Rainbow.

She has stage 1 of some of the badges, but not of others e.g. she has Camp Stage 1, Innovate Stage 1 and First Aid Stage 1 from Rainbows.

She has the badge books for both, and I can see the Brownies ones start at Stage 2, does this mean she won’t be able to get Stage 1 for the ones she’s missed? Is that the same if for whatever reason when she gets to Guides/Rangers she hasn't done Stage 2 or 3 or 4 she jumps straight to 3/4/5/6?

Also does it mean that she may miss some out entirely due to the way the Programme runs?

What happens if she is the only girl in her unit/section with a Stage 1 or 2 or whatever badge for that and the others don’t have it?

Sorry I never did Girlguides or Similar so have no idea how the programme works.

I'm not familiar with the rules between Rainbows/Brownies but for the older age groups you don't carry anything over from the programme you did in the previous group. So if you haven't done Stage 1 in something, you probably won't do it now at all. But that doesn't stop girls doing the next stage.
The stages are so the activities are appropriate for that age.
Very few girls will do everything.

Stage 1 s are for Rainbows. Stages 2/3 for Brownies. You don’t need to do all stages 1s to move on and the girls start again when they come up to Brownies so she isn’t missing anything.
