Student house of freezing teenagers - heating on? No

My DD lives in a student rental with 5 others, with rent and bills split evenly between them. A couple of them are refusing to put the heating on. When my DD has suggested having it on with the thermostat set at a low temp, one of them said she should just put another jumper on. When DD said she would buy a plug in electric heater for her bedroom, the 'put another jumper on' student said she would not pay towards the electricity for the heater as it costs more than gas.

This has turned into a competition to see how long they can go with no heating. 'Another jumper on' student even suggested seeing if they can last until Christmas!

Has anyone else come across this issue? Suggestions on how to stop a war breaking out in this house and allow them to defrost...

As others said of no heating house will get damp and mouldy and May lose deposit

We couldn't afford to hear our flat when I was at uni a little over 10 years ago. One of our flatmates kept plugging in an electric heater so his room was like a sauna while the rest of us were wrapping up warm, typing essays with fingerless gloves on etc.

As geeky uni students we were easily able to work out an estimate of how much it was costing based on our energy price per kWh, the energy rating of the heater, and roughly how many hours per day he used it for. We got him to pay a little bit extra per month to cover that cost.

Personally I hate being cold so I'm not usually one of these "just put an extra jumper on" types but sometimes needs must. Has anyone got a thermometer to check if it really is unreasonably cold? e.g. 18C or below? I'd have it 22°C+ in an ideal world but to save energy we have ours set to 19C.

Could also get some low energy solutions like electric blanket for bed, heated lap blanket for sitting at the desk etc. And using the uni library is a nice cosy option too.
