To say no to help requests when DH will not help?

I have had this a number of times. A relative or friend asks for help with something like babysitting or lifts, but either will not ask their own husband or their husband will not do it unless forced to.
I now say no to these requests. I am normally happy to help but I won't put myself out to help when the woman has a husband who would be playing golf, or watching TV while I help instead. Ia m not interested in covering up the inadequacies of your useless husband.

Men can be very lazy and it shouldn't be encouraged.

100% agree!

I see the other side here a lot where women complain a female relative will not help them when their own husband is not helping them.

I wouldn't dream of helping them! Why are they asking you when they could ask him? The only time I've heard of this is where women who drop off their own children before rushing to work are asked to take someone else's children because their dad works from home and won't be up. There's a two word answer for that!
