Flat being readvertised with bills included

For almost a year my partner and I have lived in a studio flat with all utilities included in rent except council tax.
A month ago, we received an email saying that at the year point in our tenancy, rent would be increasing by £45 PCM and utilities would no longer be included.
We are unsure whether we can afford this at present so have been looking for other options, but I've also had a pay rise so we may be ok.
I've asked the agency if they could provide a rough idea of utility costs per month but had no reply.
Anyway I've just been looking on rightmove, have come across an exact copy of our studio in the same block of flats we live in. It's advertised with the £45 increase that was given but states that utilities will be included.
Not sure what's happened here? I assumed they'd be expecting all flats to pay the bills from now on, not just ours?

Does your landlord own the other flat as well?

That's a good question.. they're all just through a rental agency, I'm wondering if we could ask the agency about transferring to this new place

If it's the same letting agent I'd ask them, perhaps it's a different landlord? What's the chance of you moving to the other flat?

They’re going to say that they forgot to update that bit of the advert.

That's true they might 'forget'.. I'll ask the agency... we're in this current tenancy until February but maybe there's a chance

They haven't readvertised your flat though.

It could be a different landlord.

Speak to the agency and tell them you've seen this other flat advertised with no bills and you don't know if it's the same landlord but could you landlord please reconsider adding the bills to your rent or alternatively can you apply for this cheaper flat.

Is it your actual flat??
If not then it’s just a different landlord.

Thanks for your replies.
No sorry not our actual flat, just a copy of ours but same building and agency.
I've sent an enquiry about the other one and explaining the situation so fingers crossed.
