Teenager - advice needed

Ds is 16. He has hardly been into college since September. He is unmovable in the mornings, despite me turning off his WiFi and mobile data the night before. It's started to rain heavy and he went out with no cost. I've just rang him and he sounds very strange, maybe weed? I asked him to come straight home and he's ignored the request. Yesterday, I registered with the council for the property waiting list. Might be something available when he's 18 and we don't want him here if he is using the house like a hotel. He's very disrespectful to simple requests.
We have tried many things to motivate him but can't see this situation improving.
Is it unreasonable to continue to give good meals and support but not want him to live here if things don't improve?
The constant verbal abuse and sneakiness is exhausting. He even asks his friend to try to get money off his dad for vapes.

Does he have a girlfriend? Sounds very similar to my ds, will ho out even in the pouring rain if this girl tells him too, and he is vaping. Never answers his phone if I ring him. Ds is 15 has been like this since 14 when he started dating. Attitude is awful too.
But does go to school.
