Internal applicants favoured?

I know 2 people who are going for the same position. A level 2 teaching assistant in a private school. 1 is the daughter of a friend and doesn't have a childcare qualification but does have recent experience and already works at the school (although no experience in the new role) and has been told to apply. The other is a extended family member who is qualified and has had some previous experience but will be an external applicant.
Wibu to think the internal applicant already has an advantage?

Being an internal applicant can have its advantages but it can also it can also be a disadvantage eg the organisation will know your strengths and weaknesses.

i've seen situations where internal applicants have been appointed and others where external applicants have got the job over internal ones.
