This is one of the millions of phrases that could mean anything.

if it’s come up in a job reference, I’d be concerned the candidate was a bit crazy.

if it’s been said about someone you like, it could mean anything and don’t let someone else’s opinion influence you with something so vague.

It means he has an over inflated sense of self importance that in no way matches who he actually is. Isn't everyone a little bit complicated? Someone saying this thinks they are hugely different (aka 'better') to every one else and thinks they are somehow special because of just how complicated they are. You will not be able to understand just how complicated this poor unique soul is, you simpleton.

We've got a horse we describe as complex.

He's very insecure and nervous and displays this by attacking people before they can attack him.

Not sure how I'd apply that to a person.

If he was describing himself as that, that's how I'd think of him anyway! If someone else described another person that way to me I'd think that they had a lot of negative thoughts on them but doesn't want to come right out and say that they're a fucker.

If he's describing himself, it means he's an irritating navel-gazing prat.

If others are describing him, it's a kind way of saying he's difficult (in any number of possible ways).

At work - difficult to manage, non compliant.
At home - sulky, moody, bad tempered but capable of surprising gestures of kindness
