Hello all

Out shopping and having a drink

There is a man close by fighting with (either his daughter or partner)

It has been two hours now
She leaves and comes back then rushes off again

I have been standing close by as I feel I want to say something
Another person told the bar staff to keep an eye on him
He is so bloody loud and just won't stop

I'm staying here for another while
Should I say something to her in person?

Id add your weight to speaking with the staff about how concerned you are rather than get involved personally.

I really don't think saying anything will change the outcome. You saying something won't give her the strength to leave. She will already be embarrassed and this definitely won't be the first and only time he's an absolute idiot.

He's a horrible bully. But she's the one who's got to want to break the cycle.

If it gets physical or threatening harm (beyond being horrid) then I would call the Police.
