It did similar to this last year. We had a decorator in who sorted it out but 18 mths later it's happening again, someone said it may be a rusty angle bead under the plaster? Does that mean we have to pull all the plaster off to put a new one in? Is that even what it is? I have no one to ask about diy stuff.
