Somebody I know was using WhatsApp regularly but for ages it says last seen on the 12 August by their name?
Does this really mean they haven't seen it or opened it since then, don't really want to ask them. Curious though. Is there anyway they could be using it but the date still says August?
Is it possible they have switched to hiding when they are online but it's still stuck on that date because that's when they changed the settings?

If they had changed the settings this would no longer show. Only online shows if you turn off last seen seeing

If it says “Last seen on X date” they haven’t opened the app since that date.

You can change your privacy settings for last seen to the following:

• Everyone - everyone who has your number can see when you were last seen
• My contacts - people saved in your contacts can see when you were last seen
• Nobody - no one can see when you were last seen. You will only be able to see their “online” status when they are using the app.

This person in question will either have Everyone or My Contacts enabled for the Last Seen privacy setting. They won’t be “hiding”.

So it's fair to say they haven't used the app since August as I can see it says that date.

Perhaps they have fallen out of love with it?

Could they be abroad? Data roaming in europe is much trickier to set up now we've left the EU (it's virtually impossible on Vodafone if you haven't had the foresight to set it up beforehand). So lots of people just don't bother or get another phone while they're away.

*assuming they're away long enough for that to be worth their while obviously

WhatsApp can work via Wi-Fi connection so if they are away and don’t want to use data roaming, they can use the app via Wi-Fi.

Why is it important?

Could they be getting their messages on their phone screen and answering from there. They could press on the message that comes up on their screen and reply without having to go into the app and this would continue to show the same date.

Why do you need to know? Are you messaging someone and they're ignoring you, or do you suspect your partner is cheating on you or something?
